The Delaware Sustainable Energy Utility (“DESEU”) is currently seeking proposals in response to a Request for Proposal (“RFP”) from qualified organizations or individuals interested in providing assistance in conducting an impact evaluation of the Energy Assessment Program for Non-profit Organizations and Local Government Agencies (“Program”). The impact evaluation would provide analysis for the 2016-2019 program years. DESEU also seeks assistance with an evaluation of the ongoing monitoring and evaluation approach and metrics.

The RFP is located at https://www.energizedelaware.org/home/rfps/. Copies can also be obtained by contacting the DESEU at 302-883-3048 or by emailing the RFP Coordinator at athena.bi@deseu.org.  A request in writing to can be sent to DESEU, 500 W. Loockerman Street, Suite 400, Dover, DE 19904.

Entities with an interest in responding to this RFP must submit a notice of intent to apply via email, with contact information in the body and “Notice of Intent to Apply” in the subject line, to the RFP Coordinator before the date specified on the RFP schedule.

Applicants who have questions about information contained in this RFP may submit questions via email with “Energy Assessment Program Evaluation RFP Question” in the subject line on or before the date specified on the RFP schedule. The questions submitted and DESEU’s responses will be posted at https://www.energizedelaware.org/home/rfps/. All proposals must be received through email on or before the date specified on the RFP schedule.

It is the intent of the DSEU to evaluate the proposals received to determine the most cost effective and efficient plan for the Impact Evaluation.

RFP submittals are due no later than September 30, 2020 by 11:00 am.
