Let incentives and financing add to your bottom line!

We want to help Delaware businesses reduce their energy bills and improve the efficiency of their operations.  The Efficiency Plus Program for Business offers prescriptive and custom equipment incentives and financing to provide you with the tools you need to get started on the path to savings.

Highlights of the program include:

  • Incentives up to $20,000 per facility ($50,000 per Tax ID)
  • Co-funding for Energy Audits up to $2,000 (required for custom and financed projects)
  • Loan amounts up to $250,000 per project 

Eligibility

All non-residential entities in Delaware are eligible for incentives for qualifying measures.  Program financing is available to all credit-qualified, non-residential entities located in existing facilities in the State of Delaware. 

Equipment Incentives

We offer both a prescriptive and a custom path for equipment incentives.  All applications must be pre-approved prior to the purchase of the equipment.  All custom and financed projects will require a facility energy audit to confirm the cost effectiveness of the project. 

Prescriptive Measures - includes a variety of equipment types that have been identified for pre-set incentives in existing buildings based on certain performance specifications.  All applicants must complete a program application and specific worksheet(s) for the prescriptive measures selected.  If financing is provided, an energy audit will be required.

Custom Measures - you may also apply for equipment not offered as a prescriptive measure or for new construction projects.  The proposed equipment must be identified in an energy audit report with potential measure savings and equipment life information.

Financing

For financed projects, interest rates will vary based on application type and are subject to change.  Current interest rates for commercial and non-profit are 5%.  Interest rates for municipal projects are 3.5%.

Lease financing is also available for municipal or local government applicants.  Applicants must fill out the above Custom Measures Program Application as well as a Credit Application form (updated 8/27/10).  Applicants seeking funding for Public Sector projects must use the Public Sector Credit Application form.

Program Allies

To help you get started, a list of Program Allies is available.  However, you may use any contractor or in-house staff for the installation of energy-efficient measures.

Energy Audits

Applicants seeking financing and/or custom incentives will be required to provide an energy audit prepared by a third-party provider selected by the applicant as part of the pre-approval process.  The program provides an incentive to offset a portion of the cost for audits conducted six months prior to the application date.  A list of qualifying auditors is available; however, applicant may use any qualified audit firm.  Approved audits may be co-funded up to $2,000 if at least one recommended efficiency measure is implemented.  Additional information regarding Energy Audit requirements can be found on the Energy Audit Worksheet.

Effective Dates

Incentives are available from June 1, 2010 through March 31, 2011, subject to available funds.  All program funds must be fully spent by April 30, 2012.

Program Funding

Program funding is provided by the American Recovery and Reinvestment Act (ARRA, or the "Recovery Act").  The Recovery Act provides stimulus funding for energy efficiency and renewable energy programs in Delaware.  Recovery Act funding also requires compliance with the Davis-Bacon Act, which includes Prevailing Wage and Buy American Requirements.
